Technical Project Lead

In the role of Technical Lead, you will be responsible for overseeing the architecture, design, development,
and implementation of the redesign of the Public Education Information Management System (PEIMS) in an agile software development environment. This includes design coordination with the PEIMS Maintenance project and the Statewide Longitudinal Data Systems project.

Qualifications:

10+ years work experience as a Technical Lead working with the following languages, tools, and methodologies:
A. Technical lead role
B. Agile development
C. Project management
D. Implementing Microsoft technologies
E. Web architecture design and implementation
F. High volume system architecture design
G. Hardware and software load balancing technologies
H. Data replication / ETL technologies
I. Multithreading, socket programming, distributed transaction processing
J. System stress testing / performance testing framework
K. Business process / rules modeling
L. Business Intelligence tools

Responsibilities:

A. Lead technical teams in designing and prototyping technical solutions
B. Create implementation proposals
C. Review technical designs, code, test plans
D. Create well-designed, reusable objects
E. Create and execute project work plans for the technical team, revising as necessary to meet changing needs and requirements.
F. Communicate and enforce best practice coding standards.
G. Consistently deliver high-quality products and services to clients on schedule.
H. Communicate difficult/sensitive information appropriately.
I. Communicate with customers technical concepts in easy to understand language.
J. Communicate effectively with stakeholders to identify needs and evaluate alternative business solutions with project management.
K. Develop an understanding of clients' business and suggest effective programming solutions.

WORKER SKILLS AND QUALIFICATIONS

Minimum Requirements:

10 years experience as Technical Project Lead, Architect, Lead Developer or other position of major responsibility on mission critical software projects

10 years C#, ASP.NET, VB.NET,C++, C, and or JavaScript

10 years demonstrated ability to design and code superior technical solutions, create and execute well designed and reusable objects, efficient and logical databases for clients, project work plans, revising as necessary to meet changing needs and requirements.

10 yers demonstrated ability to communicate and enforce best practice coding standards, consistently deliver high-quality services to clients on schedule, communicate difficult/sensitive information appropriately to all personnel, regardless of their role, understand and communicate to clients the benefits of complex database concepts as well as the implications of different database designs, and effectively with clients to identify needs and evaluate alternative business solutions with project management.

10 years relational databases: DB2, MS SQL Server, and/or Oracle

8 years experience with MSMQ

8 years MS Visual Studio (versions 6.0 - 2008)

7 years requirements gathering, design, coding, testing, and implementation of complex software projects on time and within budget.

7 years demonstrated ability to communicate, both in writing and verbally, with a broad spectrum of stakeholders, including team members, all levels of management, external contacts/the public, vendors, government officials, end users.

5 years of .NET Framework, including 3.0/3.5

5 years XML, Web Services, SOA

5 years Agile development

5 years High volume architecture, hardware and software technologies for load balancing

2 years data replication / ETL technologies, data warehouse design and implementation

Preferences:

7 years of server administration

2 years of experience with ILOG, Cognos and UNIX
